How the California Property & Casualty exam compares

The California Property & Casualty exam is 150 questions, 180 minutes, a 60% cut score - combined Property & Casualty exam. The examination fee is $55.

That 60% pass mark is below the 70% most states use. The content outline is no shorter, so the margin is more forgiving - the material is not.

California requires 12 hours of prelicensing education before you can take the exam.

California state law on the exam: Woven through the General Insurance section (15% of each exam) as the 12-hour Ethics and California Insurance Code objectives

  • Cal. Ins. Code definitions: insurance, insurer, admitted vs. non-admitted, person, and the penalty for acting for a non-admitted insurer (Sections 22-47, 700 series)
  • Materiality of concealment, representations and warranties (Sections 330-361)
  • Prohibition of free insurance and rebating (Section 777.1)
  • Licensee duties: 30-day notice of background changes (Section 1729.2), a 3-hour ethics course in every CE renewal cycle, recordkeeping
  • Ethical standards: put the customer's interest first, represent products truthfully, protect customer privacy
  • How the Insurance Code and Title 10 of the California Code of Regulations are changed and enforced

California does not publish a separate state-law question count: the Department's 2026 license examination objectives fold the ethics and Insurance Code objectives into the General Insurance section of both exams. The combined Property and Casualty Broker-Agent exam simply joins the two 75-question exams, so the personal-lines and commercial sections between them carry roughly two-thirds of every question.
