This is the free study guide for the insurance license exam that most people searching for a "free PDF" are actually after: three printable question-and-answer PDFs, one for each license line, built from the same 996 original questions that power this site's practice tests. Every question is followed by the correct answer and a plain-English explanation of the rule behind it, which is what turns a question bank into a study guide. No signup, no email wall, no sample-then-upsell. Last updated September 2026.

Each file is a plain text PDF between 213 KB and 265 KB, with a cover page that explains how to work through it, the questions, and a full answer key with explanations. Print it, or read it on your phone. No registration and no email address required.

What makes these PDFs a study guide rather than a question dump

A list of questions with a letter next to each one only tells you whether you guessed right. These files are written so that the explanation does the teaching: it states the rule the question tests, says why the correct option follows from it, and why the tempting wrong options do not. Read that way, 306 life questions cover the life outline the way a chapter-by-chapter guide would, one rule at a time, with the added benefit that you meet each rule in the form the exam uses.

The questions are original study material written against the published exam content outlines (the outlines that Pearson VUE, PSI, Prometric and the state-run testing programs publish in their candidate handbooks). They are not actual exam questions, and nobody's free PDF contains actual exam questions, whatever the title claims. What you can expect is that the topics, the proportions and the style match the outline your exam is built from.

A study guide also needs the parts that a question bank cannot hold: what the exam covers and how it is weighted, how long it is and what score passes in your state, the vocabulary, and a plan. Those chapters are on this site, and they are free too:

What each PDF covers

Life Insurance Q&A PDF

306 multiple-choice questions on policy types (term, whole, universal, variable), policy provisions and riders, beneficiary rules, underwriting and policy issue, annuities, and the taxation of life products. 80 pages including the full answer key. See sample life questions or download the Life PDF.

Health Insurance Q&A PDF

300 questions on health policy provisions and clauses, disability income, medical expense plans, group versus individual coverage, Medicare and Medicaid basics, long-term care, and the Affordable Care Act provisions producers are tested on. 80 pages with explanations. See sample health questions or download the Health PDF.

Property & Casualty Q&A PDF

390 questions, the largest of the three banks, across homeowners and dwelling forms, commercial property, legal liability and negligence, personal auto, commercial general liability, workers compensation, bonds, and claims handling. 100 pages with explanations. See sample P&C questions or download the P&C PDF.

A four-week plan built around the PDFs

This is the short version of the full study schedule, arranged so the PDF does the work it is best at, which is teaching rules on paper, and the online tests do what paper cannot, which is timing you.

  1. Week 1 - baseline. Take one timed mock exam on the life, health or property and casualty hub, or on your state's page so it uses your state's question count and time limit. Do not study first; the point is to find out which outline sections you already know. Read the glossary sections for your line.
  2. Week 2 - the PDF, in sets of 25. Work the PDF front to back in sets of 25 questions, answers on a separate sheet, reading the explanation for every question, including the ones you got right. Keep a list of every miss by topic. That list, not the score, is the plan for week 3.
  3. Week 3 - weak topics and state law. Use the custom test builder to drill only the topics on your miss list. Then open your state's page for the state-law section, which the national PDFs do not contain; for every state listed below, the state's own law questions are already mixed into its mock exam.
  4. Week 4 - rehearsal. Two or three full-length timed mocks at your state's question count and time limit. Book the exam when you are scoring ten points above your state's passing score, not when you first cross it.

Why a printable question bank still helps

Screen study and paper study fail in different ways, and using both covers more ground than either alone.

  • Paper removes the temptation to peek. On screen, the explanation is one tap away, which quietly turns practice into reading.
  • Writing your answer down forces commitment. A guess you have written on paper is a guess you will remember arguing with.
  • You can mark up a printed page - circling the qualifier in a question stem, underlining the rule in an explanation - in ways that stick.
  • PDFs work on a plane, on a job site, or anywhere the signal does not.

Once the written sets feel comfortable, come back to the timed interactive mock exams so you also practice pacing under exam conditions.

The state-law section: the part no national PDF contains

Every state exam has two parts: the national content, which is what these PDFs cover, and a state-law section written by your state's insurance department that tests licensing rules, producer conduct, and the notice periods, free-look windows and penalties in your state's insurance code. It changes when the legislature does, so it is not something a national PDF should pretend to cover.

For that section, use your state's practice page. Every state page shows the verified exam details (question count, time limit, passing score, fee and vendor) from the official candidate handbook, links to your state insurance department, and, for every state and DC, includes original state-law questions that cite the statute they test. The counts are the state-law questions currently in the bank for each line; they appear in that state's mock exam alongside the national questions.

Every state and DC is in the list; the state directory has the same links with each state's exam facts. State PDF editions bundle the state-law questions ahead of the full national bank in one file. Five are live: Texas (1,086 questions, 90 on Texas law), California (1,086 questions, 90 on California law), Florida (1,056 questions, 60 on Florida law), North Carolina (1,056 questions, 60 on NC law) and Colorado (1,040 questions, 44 on Colorado law). More states follow as they are published.

Licence and sharing

These PDFs are free to download, print, and share in their original, unmodified form - study groups and pre-licensing instructors are welcome to use them. Please do not repackage or resell them.

Practice questions are original study material written against published exam content outlines. They are not actual exam questions, and no practice bank can guarantee a passing score. The PDFs are not a substitute for your state's official candidate handbook: always confirm current licensing requirements with your state insurance department before scheduling.

Frequently asked questions

Is there a free study guide for the insurance license exam in PDF?

Yes. The three PDFs on this page (306 life, 300 health and 390 property and casualty questions) are complete question banks with the answer key and an explanation for every question, so working through one teaches the rules the exam tests rather than just scoring you. They are free to download and print with no sign-up. The rest of the guide (exam outline, passing scores, glossary, study schedule) is linked from this page and is free as well.

Are these the real insurance exam questions?

No. They are original practice questions written against the published exam content outlines. No study material contains actual exam questions; anything claiming to is either fake or stolen.

Do the PDFs cover my state's insurance law?

No. The PDFs cover the national content that every state tests. Your state's law section is on your state's practice page on this site, which shows the verified exam structure, and for all 50 states and DC includes original state-law questions that cite the statute they test.

Which PDF should I download for a life and health exam?

Both the life and the health PDF. Combined Life, Accident and Health exams draw on both outlines; the life and health exam page lists the states that test them together.

How current are the PDFs?

The PDFs are regenerated from the same question bank that runs the online tests, and the question counts on this page are read from that bank at build time. The page date shows the last update. The exam facts quoted on the state pages were verified from the official candidate handbooks in July 2026.

Can I print them, and do I need to sign up?

Yes, and no. Each file is a standard text PDF that prints on letter paper and reads on a phone. There is no registration, email wall or watermark, and you may share the files unmodified.
